The main document (the Doctrine) for formulating the regulations on Food Security and agricultural sector development is considered. It is noted that Food Security is one of the main focuses of national security, the factor of its statehood and sovereignty, and the most important component of population policy. The main criteria for assessing the implementation of the Doctrine considered the production of meat and meat products, as well as milk and dairy products. Analytical review of statistics on livestock sector and dairy industry in the Federal Districts of the Russian Federation over the past decade was made. The dynamics of the development of those sectors including the implementation of the government support programs, which are not always achieved their performance objectives, have been shown. Analysis of the modern situation in the country made on the basis of different independent sources enables to assert that in order to implement the Doctrine before 2020 year in the part of self-sufficiency in meat and dairy production, the timely radical measures have to be adopted. The main negative reason for reducing the number of cattle is the lack of guaranteed forage reserve which in turn is closely correlated with the presence of reclaimed lands in these regions. Analysis of the climatic conditions, water and land resources of the Federal Districts allows selecting the territories where on the basis of an integrated approach for the development of land reclamation, agricultural, livestock and processing industry it is possible strategically to solve the implementation of the Doctrine – to provide Food Security of Russia in the near and distant future.
