MODERN APPROACHES TO DETERMINATION OF ECONOMICALLY JUSTIFIED COST OF SUPPLYING IRRIGATION WATER

Annotation

The purpose of the research was to consider Russian and foreign experience in calculating the payments for supplying water to irrigation systems, including the rice irrigation systems, identifying the specific application of different types of techniques and the possibility of method development on behalf of domestic rice growers. It is known that different methods for calculating payments for water supply in irrigated agriculture which can be conditionally divided into five groups: zonal, differential, volume, fractional and time-based methods are applied in the world practice. As a rule, preferences in the methodology use are specified by socio-economic characteristics of the territories and can vary within a single state. In the developed countries, the combined or two-part tariffs which are more complicated and take into account a wide range of components are used most often. In the Russian Federation, the methods for calculating one-part and two-part tariffs are practiced. For rice growers, the calculation of water charges is carried out by one-part tariff, herein its composition does not include the Federal State Budgetary Institution (FSBI) profit ratio on land reclamation and agricultural water supply of territorial entities of the federation. The existing methodology does not give the required economic effect for the country’s rice growers and FSBI for land reclamation and agricultural water supply. At the same time, the costs of labor, equipment repair and physical resources acquisition vary considerably among the constituent entities of the Russian Federation, respectively, and the payment values for water supply can differ by far. Based on the research, proposals to change the methodology for calculating water supply to irrigation rice systems were made and the directions for such changes were determined.
