ECOLOGICAL AND ECONOMIC RISKS OF URBAN AREAS AS THE OBJECT OF ANALYSIS AND CONTROL

Annotation

The article is devoted to the development of a scientific approach to the problem of rationalizing the interaction of components of natural and economic bonds arising within the urbanized (city) environment. The phenomenon of ecological and economic cooperation is of particular relevance in terms of the concept of sustainable development, identifying the need of satisfaction of the real requirements without creation of threat for future generations. The main quantitative indicator of the degree of sustainable development is the level of risk. The paper attempts to algorithmic process analysis and management of ecological and economic risks of urban areas. In these purposes, the concept of ecological and economic risk is specified, the general classification of ecological risks is given, common approach for a quantitative assessment of risk is discussed, the features of the analysis and evaluation of risk are i nvestigated. A general algorithm of management by the ecological and economic risk, consisting of block of the analysis and an assessment of risk and the block of impact on risk, is offered. The first block includes the steps of: 1) risk identifications, i.e. definition of structure of the events capable to cause ecological and economic damage; 2) estimates of probabil ity of manifestation the adverse events, i.e. determination of possibility of a risk situation for a certain period; 3) structure definitions of a possible damage, i.e. analysis of results of manifestation the adverse events; 4) identifications of the distribution system damage, i.e. the analysis of regularities of probability distribution of a damage on the same objects under similar adverse conditions; 5) risk assessment, i.e. the definition of quantitative characteristics (integral values) of risk measures. The second block includes the steps of: 6) assessing the effectiveness of different responses to risk, according to the purposes to avoid, reduce or transfer risks; 7) selecting the most appropriate way of impact on risk, i.e. definition of the list of specific management actions; 8) control of results in the realization of operating impact on risk, i.e. carrying out monitoring of a condition of surrounding environment and potential sources of danger. In the conclusion according to assessment results of environmental and economic risks is given the example of the management analysis of the territory of Rostov-on-Don.
