The aim of the study is the review of organization of reclaimed lands registry as a part of the State Land Registration to identify and justify the need for developing the registry rules for reclaimed lands. To achieve this goal, an analysis of the existing before the abolition of Article 19, “Registry of Reclaimed Lands” the Federal Law of January 10, 1996 ¹ 4-FZ “On Land Reclamation” inventory procedure of reclaimed lands, processing the data in the State Land Cadastre and state analysis of reclaimed lands registry under present-day conditions were conducted. By study and assessment of proposals for changes in legislation of the Russian Federation in the field of land reclamation received from the federal government budgetary institutions on land improvement by survey, conducted by Ministry of Agriculture of Russia, the imperfection of the legislative framework as to the reclaimed lands registry has been revealed. As a result of investigations the need for reclaimed lands inventory rules development which main principles should contain guidelines on conducting departmental registry along with the state land registry; cooperation between government bodies in matters of availability, condition of irrigated and drained lands; implementation of measures to restore reclamation systems; unification and standardization of the land recordings was expressed.
