GULLY MODELING FOR FOREST RECLAMATION PURPOSES

The aim of this research was to study and analyze the basic approaches to the form ation of organizational-economic mechanism of management investment tools in house building. The main time steps in forming the organizational-economic mechanism of management by the investment tools were formulated: 1) centralized distribution of budgetary funds for housing improvement and absence of the property right for accommodation; 2) conversion to the free market of accommodation, 3) development of mortgage lending; 4) government certificates for accommodation purchase; 5) public-private partnership in house building; 6) development of building societies. The specifics of organization and the development of association schemes for solving the housing problem were considered in details. There were made the conclusions of the appropriateness of returning to the practice of building societies functioning according to the scheme of partly subsidy for the price of an accommodation from government budget, and the necessity of legislative and methodological improvement of the mechanism of public-private partnership in house building, and the necessity of revision the financial scheme of payment calculation for mortgage.
