The purpose of research is the improvement of water management, including the development of scientifically based indicators and criteria for performance assessment of this process on inter-farm irrigation systems. The methodological basis is the study, analysis and synthesis of literary, fund and regulatory materials for determination and implementation of performance assessment indicators of management and author’s research results in the field of dispatching service of irrigation systems operation. The necessity of improving the assessment system for management of organizational and economic level of water use for irrigation has been proved on the basis of selection problem analysis of indicators and criteria of managerial performance of operational maintenance services and strategic level of water use, as well as the characteristics of the existing criteria. A system of key performance indicators of water use strategic level management at the inter-farm irrigation systems, characterizing the most important aspects of water management organization: finance; relationships with customers and partners, the public and the media; manufacturing processes; innovations in production and development of the company has been developed. The structure of key performance indicators include: the revenue; the down days of hydraulic structures; the price of water supply growth for account of repair (reconstruction) of hydraulic structures; the repair expenses of hydraulic structures; the hectar/irrigation; water supply; number of irrigated areas repairs (HS); the repair time; number of filled water supply requests; volume of business activity; the prevented damage; wages per worker; staff turnover; the costs of training and development. Using the tools developed in the practice of reclamation objects operation will link business strategy with operational objectives of production and the decisions objectivity by allocation of available resources.
