ON THE ISSUE OF ATTRACTING INVESTMENTS INTO RECLAMATION THROUGH THE FORMATION OF WATER CHARGE SUPPLIED TO AGRICULTURAL WATER CONSUMERS

Annotation

The aim of the study was to study the methods and practices of irrigation water pricing in Russia and abroad, as well as to determine the possibilities of using multi-part tariffs for the Russian irrigation water supply system. Under the conditions of increasing resource shortages and changes in climatic conditions, the effective use of paid water supply in irrigated agriculture is becoming more urgent. As a result of the study it was found out that a number of foreign pricing technologies and pricing procedures do not correspond to the Russian legislation norms in the field of water supply and water accounting. One of the options for the development of the Russian water market within the framework of irrigation water supply is the use of a concession agreement in the construction of new irrigation systems and modernization and renovation of existing ones. To form the possibilities of budgetary organizations on water supply to participate in these projects as a concessioner, the option of accumulating capital assets on their accounts in the form of “planned payments” the value of which will be proportional to the value of fixed assets is proposed. In the case of participation as consessioner of agricultural producers (for example, agricultural cooperatives, organizations, etc.) the supplied water charge can be generated in the form of a multi-part tariff, taking into account the expenses incurred by them to invest in projects to improve state irrigation systems.
