Analysis of normative-legal and normative-methodical bases, regulating safety of hydraulic facilities, has determined the main directions of their improvement. The conceptual regulations of normative-legal and normative-methodical documentation were formulated. The conceptual regulations on legal issues concerning to criteria for attribution of hydraulic facilities to federal, regional, municipal property; transfer and registration of ownership of the objects of ameliorative and water-economic complex; solving the problems of safety of ownerless constructions and acquisition of ownership by them; determining penalties for violating by owners and operating organizations the rules of hydraulic facilities operating; establishing the limit values of criteria of hydraulic facilities safety; development of the methodology for evaluation of the safety status of hydraulic facilities and acceptable levels of risk of accidents; creating proposition of before-declaration survey of hydraulic facilities taking into account their class and purpose. The projects of changes in before-declaration act and safety declaration for hydraulic facilities of the 4th class were developed. The projects provide the decreasing of the amount of claims for safety declaration of hydraulic facilities. In view of the proposed changes new forms of safety declaration and before-declaration survey act of hydraulic facilities were developed (with the exception of navigable hydraulic facilities).
