During the formation of innovative model for the development of agro industrial complex the importance of information and consulting support is growing constantly. Before the widespread of Internet technology the acute shortage of information was observed, but at the moment there is a reverse situation. Information flow has become so great and unsystematic that the search of reliable and necessary information for the management decision consumes a lot of time. This problem exactly determines the significance of consulting service as a specialized structure which can provide fast and qualified information retrieval for the agro industrial complex. Therefore the aim of the research was to analyze the realization of the project for creation a consulting service based on the Don State Agrarian University in 2012 and 2013, to assess approaches tested in this project and their values for efficiency increase of consulting activities as an important tool for innovative development of agro industrial complex. Such methods as monographic, abstract and logical, and other research methods were used. The authors analyzed attempts for creating agricultural consulting services in the Rostov region before the adoption of long-term program of agricultural development, and the features of a new approach to solving this problem within the target program. The paper presents the structure of consulting service on the basis of Institute of Agrobusiness Personnel Retraining (a separate division of Don State Agrarian University), as well as the organization of its interaction with the partners working in the districts of the region. The features of monitoring organization and the assessment of consulting services are considered in details. The technique for economic efficiency assessment of consulting is offered. We conclude that it is reasonable to organize consulting service on the base of multidisciplinary institution which enables to integrate efforts of a large number of specialists working on different problems. To ensure the efficiency of organizational and financial issues of innovative activities we suggest creating small enterprises at the University.
