The article presents a brief description of state ameliorative facilities of Russia, their structure and main objectives for operation services, as well as the list and number of staff. The summary and analysis made by the authors on the availability and number of trades on managers, specialists, executors, and workers at ameliorative facilities have show that the total list had 384 names including 146 trades of workers. Safety and effective operation of ameliorative facilities depends on the right recruitment and appointment of personnel based on qualification of operating personnel. Reviewing the supply of operating services there were revealed that qualifications for positions of agricultural workers established in 2012 didn’t contain the total list of positions and trades involved in operating of ameliorative facilities. The given handbook takes into consideration the positions of managers, specialists, employees in ameliorative sector by the number of 17 names. The analysis showed the absence of qualifications for the most positions and trades of operating service at ameliorative facilities and revealed the necessity of developing unified trade normative-reference document “Qualification Handbook for Operating Services of Ameliorative Facilities of Federal Property”.
