CONCEPTUAL FRAMEWORK OF THE ENVIRONMENTAL SAFETY MONITORING SYSTEMS IN THE AFFECTED AREAS OF HYDROPOWER ENGINEERING PROJECTS (OVERVIEW)

Annotation

The environmental activity is becoming one of the important production stages at the present stage of the social development in activities associated with the use of water resources, which are formed within the spatial limits of basin geosystems. The system approach to creating nature-engineering systems “Environment – Object of activity – Population” is considered by the example of water resources utilization for power generation at hydroelectric stations and hydroelectric pumped storage power stations, where “Environment” means atmosphere, hydrosphere, upper layers of lithosphere, soil covering, etc. in the affected areas of the Object of activity; “Object of activity” stands for the complex of hydraulic engineering structures and “Population” means people living in these affected areas. The multidimensional flow of matter, energy and information, which is transformed by the influence of natural processes and Object of activity, is introduced on the basis of the system mechanism working within the basin-spatial limits of the Upper Kuban geosystems. The system mechanism control is conducted in accordance with the basic principle of devel opment conservation which is a permanent, regular and directional-controlled change, resulted in a new qualitative state with lower entropy. On the basis of research of the system mechanism in these natureengineering systems the fundamentals of the technology of the integrated environmental monitoring system, which is an important addition to the existing monitoring observations of Agency on Hydrometeorology and Environmental Monitoring; Federal Environmental, Engineering and Nuclear Supervision Agency and Federal Service for Supervision of Natural Resource Usage are drawn out. The given technology of the integrated environmental monitoring system for hydropower projects provides environmental safety in the affected areas of the objects of activity. To assess the technical condition of the complex of hydraulic engineering structures and their safety (hydrologic, structural , hydraulic, filtration) the use of automated information data systems with the technology of open systems in accordance with the All Union State Standard 2806 is proposed. The combination of the technology of the integrated environmental monitoring system with automated information data systems ensures the environmental safety at a higher level.
