The concept of power generation production on the basis of large power plants (thermal power plant, hydropower plant) for the regional industrial-economic clusters formation is considered. The modern trend characteristics for development of the cluster economy organization based on the formation of territorial-industrial intersectorial complexes as a form of improving the competitiveness of individual sectors and industries are given. The strategy for forming regional clusters based on large power plants and agricultural sector in the region including joint cooperation for infrastructure development, joint production, waste management, production of fertilizers and chemicals, development of processing industries, expansion of energy market and processed products is contemplated. Cost-effectiveness of such a cluster either for its individual members or for the regional economy in whole is validated. The long-term development strategy for these clusters in terms of modern Foresight methodology is investigated. The project map sphere which is defining stakeholders and possible scenarios has been developed. The strategy of state support for the direction and the «road map» for the period up to 2030 is considered.
