The paper presents the aspects of forming the regulatory basis for meliorative complex of Russia. The aspects include a summary about the state of capital constructions in the agricultural sector of Russia, basic assumptions of the Federal special-purpose program “Plodorodiye” (Fertility) as for building and reconstruction of meliorative objects, a structure of the regulatory document fund used by the Ministry of Agriculture of Russia, an analysis of existing normative-methodical meliorative documentation. The goals for creation of regulatory basis for the meliorative sector are determined. The system of requirements and generalities for forming the sector documentary standardization system is afforded. The structure of the sector normative-methodical support system is described. The scheme of interactions between meliorative water agencies and Ministries, Departments, public controlling authorities in the field of development and use of regulatory documentation is offered. The implementation of Eurocodes during the development (actualization) of regulatory documents is considered. The implementation of intellectual activity results in developing regulatory documents is contemplated.
