The brief characteristic of supply and state of water resources use in agriculture of Russian Federation is given. The problems of melioration and water industry development and the ways of their decision are emphasized. There was made a review of actual basic regulatory documents and drawn a conclusion about the necessity of their further development and concretization. The prospect for melioration and water industry development is shown and laid down the main goals for the competitive recovery, profitability, and sustainability of agricultural industry. The issues for shaping scientific bases of rationing arrangements and goals for staffing are considered. It was noted that the development of standardization, technical regulation in agro-industrial complex and international collaboration in melioration and water industry are of great importance.
