The aim of research is the organization of reliability for rational water use, its accounting and control. Rational water consumption is possible in the current context only under contractual relationship between the irrigation systems management and water users. The analysis of land reclamation and water management development in the conditions of transition to market relations has revealed that after the agrarian reform and land privatization the existing irrigation and drainage networks and hydraulic structures have not kept the integrity of their operation. The amount of suitable for use water resources of Azerbaijan is limited, so in many economic areas there is a tense water situation, characterized by water scarcity. The distribution of irrigation water between water users, as well as everything else (eg, fertilizers, etc), should be provided under certain conditions between irrigation systems and farms. Analysis of the existing material on land reclamation and water management in republic shows that the contractual basis between the irrigation systems management and water users establishes the final relationship in total water use and attaches necessary regularity of irrigation system operation by farms according to Azerbaijan Land Reclamation and Irrigation Law.Thus, the need in water consumption by water users on strict contractual basis is absolutely evident. The urgency of scientific substantiation of water management measures under market economics with the use of modern science doesn’t cause doubt.
