The extensive development of land reclamation in the rural developed countries ensures sustainable conditions and development of agribusiness, raw products independence and large volumes of agricultural production exports. The aim of the paper is to develop an ideology of land reclamation development in Russia for the coming decades to provide food security, import substitution and an effective use of reclaimed land. The principles, objectives and proposals for the implementation of Land Reclamation Development Strategy are covered. The main objectives of land reclamation strategy are: food security; import substitution; sustainable development of agribusiness; consideration and balance of state, public, and market entities interests; scientific and technological support for reclamation complex development; ideological support of reclamation complex development: justification of goals, objectives and priorities for reclamation development, programs and indicators preparation to meet the goals in the context of limited financial resources and specific organizational and economic conditions. The main directions of research, development and engineering work capable of making a significant contribution to the scientific and technical support for agribusiness development and to the field of land reclamation, in particular. Implementation of the Strategy through targeted programs allows Russia to ensure food security, sustainable development of agribusiness, import substitution, environment protection, soil fertility improvement, environmentally friendly production, employment and a significant rise of people living standards, expansion of production and servicing by optimal use of natural resources.
