INTERNATIONAL EXPERIENCE IN DETERMINING ECONOMIC EFFICIENCY REGULATING DOCUMENTATION IN NATIONAL ECONOMY INDUSTRY (OVERVIEW)

Annotation

The aim of the study is to search for methods to assess the efficiency of using regulatory documentation in the field of land reclamation. As part of the research, foreign and Russian practices of assessing the economic efficiency of applying standards in various sectors of the economy were studied. As a result of the study it was found that the Cobb – Douglas production function adjusted with consideration of contribution of scientific and technological progress is used to assess the impact of availability of a package of regulations including standards and normative and methodological documentation in various sectors of the national economy of a particular state on economic growth. The economic efficiency of regulatory documentation is expressed in saving resources used in production activities, improving product quality, improving production and operating conditions, reducing cases of employment injuries, and revenue growth due to increased competitiveness of standardized goods, works and services in global and domestic sales markets. Evaluation of the economic efficiency of standardization is based on the method of comparative analysis of various indicators measured without the use of the document being studied (a package of documents) and with its application. Such indicators as cost, labor productivity, changes in operating, material and financial costs, etc. are included as a part of fixed characteristics. The economic efficiency is determined taking into account the rate of development of various sectors of the national economy and a retrospective analysis of exogenous and endogenous political and socio-economic factors.
The conclusion is made that the results of the study can be used by analogy of application in assessing the economic effects of the normative and methodological documentation application in the field of land reclamation.
